IptablesWeb is a free software (under GPL licence): it allows to
inspect iptables logs, to receive e-mails and alerts using a web
browser, it's a plugin-based multilanguage and multiuser software
written in PHP
Not clear if it allows configuration of iptables. Screenshots show
left side menu bar reading settings management but no detailed
screenshot for that option.
Shorewall is by far the best tool I've seen for iptables configuration
through flat files covering all options in iptables and allowing
declaration of variables to be used across the configuration. It has
matured well over the last 15 years and the maintainer Tom Eastap has
done a very good job updating it as iptables has evolved.
