There is a software in PHP which can convert Tamil text to IPA.

Using your code, we can convert Text to IPA.
Hope we can get the sound files for IPA or we can record.
Once we get all the Sound files, we can do
Tamil->IPA->Play sound files.
Thus, we can build a TTS system.
Planning to do in Python.
