The issue is not limited to Tamil. Almost all the Indian languages
require these. The awkward part is that these are long running
"research" projects at various academic institutions and so there
hasn't been a strong effort to turn the codebase into working
products/prototypes. For example, the LTRC at IIIT-HYD,
<http://web2py.iiit.ac.in/research_centres/default/view_area/3> does a
lot such work as does CVPR, ISI Kolkata and IIT-Kharagpur.

And, it would be unfair if I did not mention

Santhosh is actually looking for volunteers.
