In my case it is a Mail server. Im having inhouse server and 2 MX records.
But i want my people from other location to access my any one of Static IP.
Two IPs are always up. If one IP rejected the request or down or too Busy,
it should automatically switch to another IP. If i ping my server it should
ping both the IPs like google and yahoo.

No. We are running servers on low cost lines.
With two different ips.
The procedure varies and depends on what is connected to the ip. ( mail
server / webserver / vpn database etc)
