these fulfill all your requirements except 'based in India' and 'rupee
billing'. If you have a credit card, payment is easy. I unreservedly recommend
both. Slicehost is better, but I cannot use it because for some reason some of
it's IPs are blocked by VSNL.
I would be interested to know whether there are any India based VPSs
