I guess, it's not a general practice. CVS is a VC used for distributed
development. Why do you wish to have a file in CVS and prevent it from
updates done by other developers ? If you wish to prevent, it's also
good to have it out of the repository.
for eg:
It may be required when you have some config file which may have the
password of your database. But you want a file which has no password
mentioned to be maintained in the repository. Every user who checks
out may fill in the details according to the development machine he
uses
