[Ilugc] Port Based Bandwidth Restrictions

Dear all

I want to restrict the bandwidth based on the port like (SMTP 128kbps,http 
256kbps)and also want to monitor the bandwith usage based on the port in 
redhat linux machine..can u please anyone how to do this ?
