It happens for full URL also... domain will be owned by someone else...

If the domain of the target URL is owned by someone else, the target
URL won't exist, as simple as that. At least we don't have an
additional layer of 3rd party  indirection/redirection happening and
hence there is no dependence on a 3rd party.
