If you don't want inotify there are several triggers possible. I have
done it with
kqueue() on FreeBSD long ago. I stopped using FreeBSD years ago.
You have libevent(3) in linux which can do the same thing I believe.
I think normally hotplugd is used when you plug in a USB camera to
automount
and react in this manner.
