say a expert is defined as per answers.com
   1.  A person with a high degree of skill in or knowledge of a
certain subject.
   2.  a. The highest grade that can be achieved in marksmanship.
        b. A person who has achieved this grade.


Would not a person excellently skilled in the windows environment be in
demand too :-) After all experts are always scarce not just FOSS experts.
