Use yum. You just need to add the repository details, and yum is very
much like apt, in that it handles dependencies, package-name search
etc.
If you still want to use APT in Fedora, go for freshrpms or dag, and
get APT for FC3 from there. However, they do not have mirrors nearby;
so you must settle for low speeds!!
