Yes you can do!
Use GIMP.
Steps:
1. Open the file you want to create.
2. Decrease the file size to 640x480
3. Go to Image > Mode > Indexed > there u use 8 or 16.
4. Save the file as filename.xpm.gz to /boot directory
5. reboot the machine
6. go to grub prompt (I use grub) and type
splashimage filename.xpm.gz
7. if u see ur image then it worked fine. if not u should decrease the
file size. remember the file size should be around 40-50k (this is
what i do)
