Ubuntu 18.04 LTS you have to upgrade to 20.04 first.
In another VM, I was able to successfully upgrade 18.04 to 22.04 (it
first upgraded to 20.04 and I reran the upgrade process and it successfully
upgraded to 22.04. Hence I am trying the same technique in the affected VM.
