I don't think custom distributions or even new distributions are
wrong per-se. Creating a re-branded localised distributions _can_
help to promote FOSS ideas _and_ give local people a resource to
reach out to when they need help.
However, it is important to realise that creating a new distribution
means more than creating a CD --- the creators should be giving it
long-term support.
This should not be the "foundation stone"
phenomena in the virtual world :-(.
