They have only CD reader. Is it possible to install thro' network?
Ya. You can net boot the PCs using the pxe, tft and nfs/http/ftp.

I used this with fedora. You can basically use any distro that can
install over network.
If the above is not possible, how to create CDs from the DVD.
Just get the installer image and burn it to a cd. You can start the
installation with it. You get it for debian. So you might get it for
the others also.
Many software were installed using apt-get install.How to get those software
from this PC so that i need not go for net again.
Create a mirror-like setup with what you have downloaded already on
the existing machine. That way you might even be able to propagate
updates to the newly installed. I don't have the exact links, but I
remember reading about setting up mirrors in the debian site. Simpler
yet, just go through the tree in the iitm ftp site and create yours in
a similar fashion.
