By the specs, DNS caches should honor the domain's TTL values.
But there are several misconfigured relics (typically HP/Solaris bind)
run by ISPs till date which blindly cache all zones for 2 days.
actually my reaction is a bit of knee jerk - I have very frequently
faced the problem where someone goofs up in setting the DNS and blames
it on time to propagate. Usually after a week or so, the guys finally
realises his mistake.
