[Ilugc] Any shell like smrsh (Send mail restricted shell) features and less powerful as BASH ?

Bash, of course :)
You need to look up bash documentation - specifically the part about
"restricted bash" or rbash. It does all that you want and much more
(unmodifiable environment, command arguments cannot have leading
slashes etc. etc.)
Mind you, having such a restricted shell will only give you a false
feeling of security.
