In Louisiana, water permits are used specifically for discharges to waters of
the state. That program is administered by the Louisiana Department of
Environmental Quality (LDEQ).
The program that Robby speaks of is a coordinated effort between 3 state
agencies, the Louisiana Department of Wildlife and Fisheries (LDWF), LDEQ and
the Louisiana Department of Natural Resources (LDNR). LDNR is the lead agency
and all 3 agencies coordinate comments on all applications. In about
ninety-nine percent of all applications, the water was being used for hydraulic
fracturing of gas wells.

for Capitol Lk. that used to be the southern end of Puget Sound.

Probably, but our Department doesn’t administer the water permit program. This
money is to try to keep waters a little less weedy. A lot of the sites are the
reservoirs that were once part of the Great Red River Raft (logjam). They
cleared the logjam, and then recreated the lakes with concrete structures.
Unfortunately, they created prime habitat for Salvinia and other invasives in
the process – sheltered, shallow, and lentic.

Oklahoma has nothing like this. They are not even required to consult with the
state before issuing water permits even in areas with listed species. OWRB
tells me they are not allowed to consider ecological concerns before issuing a
permit.

certain waterbodies we get reimbursed for fair market value of no more than
$0.15 per 1,000 gallons for surface water (LA R.S. 30:961 (J) and (K)). The

result of the use or withdrawal of surface water shall be deposited into the
Aquatic Plant Control Fund as established in R.S. 56:10.1, and shall be used
for the treatment of aquatic weed, preferably on the body of water from which
revenues were generated.
