Our department recently commented on a similar issue on the Red River (LA) 
concerning eels and hydropower.  I've attached the study plan from the 
consultant and LDWF's comments.

Hello All,

I would greatly appreciate if anyone could send me examples of FERC licensing 
study requests.

Currently my agency is involved in a Traditional Licensing Process for 
relicensing an existing project where the project owner is suggesting 
fishery-related studies what we find to be insufficient.  We are now in the 
position of having to make study requests and I am hoping to review some 
examples that others may have used.

One specific area we are looking at is requesting a study regarding indirect 
turbine entrainment impacts due to avoidance of the intake or fish 
disorientation from passing through the turbine both resulting in predation by 
predator fish as well as birds.  If you have any specific information related 
to this issue that would be extremely helpful also.  The project involves a low 
head dam and a Kaplan horizontal turbine.
