Dear Tom, Christopher, and David,
I hope you are all keeping well despite the ongoing Covid disruption.
I recently completed and forwarded on the IFC and AFS survey you sent my
way re: a national instream flow and water level conservation training
center. I really hope that it comes to fruition and look forward to
hearing about its outcomes and the next steps. Coincidentally, I had been
planning to be in touch too, regarding an activity that a group of us have
been working on, as part of a wider early-stage effort to help assess the
state of e-flow implementation worldwide. It involves a data request that
I am hopeful that your colleagues in the IFC or partner organizations may
be able to help us with...
As a follow up to an Environmental Flows workshop held virtually in October
2020, FAO and IWMI, in collaboration with Riverfutures (me) and IHE-Delft,
have started a testing exercise aimed at assessing the performance of the
current version of the Global Environmental Flows Information System
(GEFIS) for the evaluation of Environmental Flows at subnational to river
levels (see attached Testing of the Global E-flows Model
ContextForDataRequest). The exercise will be done based on data collected
across different countries, through our e-flows network and other channels.
The test will be useful to plan the improvement of the GEFIS, to provide
Member States and practitioners with more accurate tools to take better
decisions in terms of water resources management.
Specifically, we are currently drawing in suitable e-flows data sets
representing different biogeographic contexts, types of methods and
assessment/implementation objectives. I was hoping you might be able to
point me to any sets of e-flows results from IFC and partner projects that
are in the public domain in the USA, and which we could use for the
analysis to test GEFIS? Of course, all data sources will be
acknowledged.
Attached at the end of the context section of the Word doc. is the basic
version of the data form. If simpler/for a batch of data, I have also
attached an Excel file that can be used as an alternative. If it is
easiest to send through published reports that lay out the e-flows
recommendations (or a link to any databases of recommendations), or to
point me to specific people who may be able to assist with locating such
data, that would be a great start. Thanks. We are aiming to have a good
data set ready for an IWMI consultant to undertake the statistical
analysis starting end of August.
In the near term, the data will be used for this specific GEFIS test.
However, we envisage they could potentially also form part of a wider
attempt later on to collate and assess status and trends in e-flows
implementation across world regions, should the data providers be in
agreement; I believe such a global assessment is long overdue and am
hopeful we will secure future funding to realize it.
