A new hydrologist position is now posted in BLM Alaska and runs from January
26, 2021, to February 16, 2021.

This is a position located in the Alaska State Office under the Branch of Lands
within the Navigability Section. It reports to the navigability section chief.
The navigability section supports other sections in the BLM Alaska State Office
as well as the field offices. The employee is responsible for the technical
assessment of water conditions and their impact on travel by boat as well as
communicating that information to a wide variety of audiences with little or no
technical background. The
employee should serve as an expert consultant on hydrology and its impacts to
navigation to both internal and external audiences. The employee may serve as a
fact witness or an expert witness in litigation.
The navigability section works as an interdisciplinary team to assess the
navigability of waterways in Alaska. Given the large number of water bodies in
Alaska and the relatively recent date of statehood, navigability has not been
determined
for all of Alaska’s waterbodies. This position works on navigability
determinations across the state, which can be used to support a decision on a
Recordable Disclaimer of Interest filed by the State of Alaska under the terms
of the Alaska Statehood Act. The
navigability section also supports the work associated with
navigability-related litigation.
Navigability determinations require an analysis of prior or potential use,
physical characteristics, and other items that may impact the decision.
Physical characteristics of a waterbody are an important part of the
navigability determinations,
and the hydrologist will provide senior management with the information needed
to issue a decision.
The desired skills for this position include knowledge and experience with
hydrological models, database and analysis software tools, report writing, and
the ability to organize and conduct field work in remote areas all over the
state
of Alaska. This position may require field work on trips that can last several
days, travel by fixed wing or helicopter, the use various motorized and
non-motorized boats, and/or hiking with backpacks of equipment. Tasks in the
field may include the installation
or supervision of installation of field gages and flow measurement using
mechanical and electronic sensors. This is a new position in a newly formed
section, so it provides the challenge and reward of helping to define this role.
