Design Entry CIS (formerly OrCAD CIS) standalone 2. PCB_design_studio (which includes both a PCB Editor (formerly Allegro) and a Design Entry CIS license) So, yes, they are the same tool. Depending upon which one you choose, you will be checking out difference licenses.
