Sam,
If your running the "Studio" version of Allegro, the Skill
commands cannot be entered in the command window.
Open your "Allegro.ilinit" file and look for any line that
contains "setSkillPath". If one is present, add
"c:\pcbenv\skill"
to the path.
If setSkillPath is not present in your allegro.ilinit file, add
the following line to the file:
(setSkillPath (cons "c:\\pcbenv\\skill" (getSkillPath) ) )
This command will add "c:\pcbenv\skill" to the beginning of
you current search path.

Check to see if your Skill search path is looking the
directory "c:\pcbenv\skill". In the command prompt
window type:
enter -> skill
enter -> (getSkillPath)
I typed in Skill in Command window and i get command not found
If the directory "c:\pcbenv\skill" is not part of your
Skill search path, add it by using the following commands:
enter -> skill
enter -> setSkillPath '("." "c:\pcbenv\skill"))
enter -> (getSkillPath)
I used copy-paste in for above command in command window and i get
"unmatched quote".
