Pre-Preg Breakdown Voltage
This data is available on the specific material datasheet for the
laminate you will be using. You should be able to find this data under
"Electrical Strength, min." and "Arc Resistance, min.". These numbers
usually describe volts per mil for a specific time and under specific
conditioning. I would not suggest designing a board to these limits as
these numbers describe electrical strength for a specific time in
seconds and we design boards, in most cases, to run for years. 
To address your specific question, I am not sure if there is a typical
breakdown voltage as the specifications vary from laminate to laminate.
Just thumbing through a handful of datasheet I have in my filing cabinet
I have a range from 740 volts/mil to 1400 volts/mil for times that vary
from 60 seconds to 120 seconds. It is best to check your specific
material datasheet. Then design your product to survive within the
parameters expected.
