Use the move command, with find filter set for text.  With the text on the
move cursor, rmb gives you a menu including rotate.  You can preset the
rotate for 90 degree increments.  Move command also has settings for move by
text origin, or wait until you pick the origin.  For ref des, move by text
origin is usually best.

Being an old OrCad Layout user...how does one select text for the purposes
of placement
and rotation.  This procedure is important from the standpoint of
manufacturing.  It appears
that Allegro PCB Editor, as compared with OrCad Layout, does not have a text
editor function
with respect to existing silkscreen text (i.e., reference designators).
 
Perhaps I am confused...simple question, but need a simple answer.
