[icon-discuss] On-the-fly setting suggestion

Hello everyone.
I was thinking about how we have the ability to change master volume,
sound volume, and speech volume on the fly and thought I'd suggest the
ability to change speech rate on the fly as well. E.G. holding down the
pound key and using the side rocker switch to adjust rate.
