As agreed in the March 18 IBIS Open Forum teleconference, I am attaching
BIRD template 1.3. This template adds new sections "Solution Requirements"
and "Summary of Proposed Changes", and instructions have been enhanced.
A vote to accept this format for future BIRD (Buffer Issue Resolution
Document) submissions is scheduled for the next teleconference, April 8.
