Sadly, not to my knowledge, at least for traditional IBIS (not multi-lingual 
and not AMI).  In addition, you may run into C_comp treatment issues if you use 
[Driver Schedule] in this way, as shown here:

Is there any way to parameterize the delay used with the [Driver Schedule] 
keyword, so as to provide a model of single tap pre-emphasis that is bit rate 
independent?
