I also agree with Muniswara, and would prefer to use the full swing
range as the basis. This is what the receiver has available to
discriminate the received logic level.

You know, several people inside Xilinx have made the same comment. The
more I think about it, the more I'm convinced that what you're proposing
is a better way. Perhaps we should discuss this in committee?

This metric for Low level is pessimistic compared to High level,
Particularly in Full swing I/O like GPIOs.    

 

I will explain it with an example.

Relative to VDD

Vhigh_level

0.003

 

In this example, for same Absolute error of 0.01V, low level has
relative error of 0.1 while high level have 0.003. 

 

I feel, the metric for Low_level and High levels should be absolute
terms, or relative to Swing/Supply.
