[ibis-quality] IBIS Quality specification 1.1aq posted for review

The 1.1aq draft version of the IBIS Quality specification is attached
and also posted to the Work Archive area at:
http://www.eda.org/pub/ibis/quality_wip/
The traditional MSWord document is there, with change markups from the
previous version. Also included this time is a cleaned up version in PDF
format.
The IBIS Quality group has completed the technical review. It is
expected that in the next few weeks we will focus on editorial review,
followed by approval and release. Review comments sent to the list by
email would be most efficient.
