[ibis-macro] IBIS-to-VerilogA converter script v0.0

The initial version of the IBIS-to-VerilogA converter script is complete.
To run it type:
"perl conv.pl lab_1.ibs io33v t"
The first argument is the ibis file name; the second is the model name; the
third is the
process corner(t,n,x).
The output file is out.dat (in Verilog-A format)
