I would like to propose the following plan to implement the "IBIS
Interconnect Spice" (IBISIS) document ...

1.      Once a specific version of the Hspice manual is chosen, I will make a
list of pages from the hspice_sa.pdf and hspice_si.pdf files and have my
Adobe expert (my wife) to extract those pages into a separate IBISIS.pdf.
2.      I will first send this document to Synopsis for review, and limit
distribution within IBIS to officers of IBIS that already have legal access
to the Hspice documentation.
3.      After review and possible modification of the IBISIS.pdf by Synopsis, we
would expect to be able to put this document on the IBIS WEB site (with any
Copyright protection requested by Synopsis).
4.      The IBIS ATM committee can then determine how to partition the
documentation effort. It is my strong recommendation that the body of the
document simply reference the pages in the IBISIS.pdf.
5.      I will personally volunteer to maintain the master document (assuming it
is a .doc).  I will also ask my Adobe expert to update the IBISIS.pdf, but
limited to removing or adding full pages, and shading areas of the document
that IBISIS does not support.
6.      We can at the final stages of the effort remove the shaded sections and
compact the document when warranted.

I think this plan has the minimum impact on Synopsis, and will let us flush
out the details of the functionality of IBISIS, and hopefully minimize the
editing so that we can generate a document in a timely fashion.
