[ibis-macro] Draft BIRD for AMI parameter tree root name clarifications

Please find enclosed a draft BIRD containing minor clarifications to the 
parameter tree "root name" definitions and usage.  This is intended to address 
the concerns raised in IBISCHK7 BUG227.

Comments and questions are very much welcome.  Arpad, please let me know if we 
will have time to discuss this BIRD in an upcoming ATM meeting.
