[ibis-macro] Draft BIRD - Enabling [Rgnd] and [Rpower] for Input Model_type, V1

Per my AR, please find enclosed a first draft of a BIRD to enable the [Rgnd] 
and [Rpower] keywords for Model_type Input.  

Note that this is a relatively simple change in itself, but some additional 
clarifications are needed regarding parser behavior for [Rac] and [Cac], as 
well as C_comp treatment.

Comments, questions, and suggestions are welcome.
