[ibis-macro] Does the EDA tool always need to know about Model_specific Out/InOut data?

Continuing the conversation about Arpad¹s Out/InOut BIRD a bit, does the EDA
tool always need to know about Model_specific Out/InOut data? If we instead
provided a generic inter-model communication mechanism would that suffice?
This way new models could be released to cooperatively implement new
innovations, at least the subset of innovations where the simulator doesn't
need to know about it.

I'm not saying it would be trivial to design such a mechanism. It would take
some work (when to communicate, how to identify the participating model
instances to each other), and it would be in IBIS 5.1 at the earliest. If
the inter-model communication platform let each model know when another
model doesn't understand a particular parameter, it would be possible to
warn when "old" models that don't understand the new features are in play,
to decide how to proceed.
