Thanks Brad Brim for creating Draft 10 for initial review.
It changes integer-label requiring and integer to a
more general sparse-label allowing any text label.
Some of the rules and constraints in the previous
drafts are now revised, and probably more work is needed.
Please plan to review this at the Wednesday meeting.
