[ibis-interconn] Draft 4 of Touchstone 2 document...

Here's the revised draft for Touchstone 2. The following changes have
been made, per team requests:
- [Normalization] and the concept of normalization has been ditched for
version 2.0 files
- the differential data set limitation has been explained (hopefully
better) to exclude SDD12, SCD11, etc., but to still permit data sets
where pairs of terminals are grouped together as ports
PDF copies of both the markup and "clean" versions are enclosed, to make
cross-platform viewing easier.
Comments are welcome. We will discuss this draft in the next meeting.
