In addition to all changes put into the bird189.5_draft16_v4.docx that
resulted from the ATM meeting yesterday, this documents reflects changes
agreed to in the Interconnect meeting today.
* "rail_pin" is corrected to "rail pin" in three places.
* Rule bullets are deleted for the case where no non-Aggressor_Only
model terminals are found for a pin to be simulated as a crosstalk victim.
In the meeting today we agreed to posting draft 16 with a sense that it
still warrants review for some items including statements regarding
Aggressor_Only. The document also retains one comment where a sentence
needs clarification.
