[ibis-editorial] More notes on blank lines in IBIS

I searched through the recently posted IBIS 7.0 draft <https://ibis.org/editorial_wip/ver7_0_181212.docx> to view all places where we have two or more blank lines used for vertical spacing. Most are the two blank lines ahead of each keyword, AMI parameter, and AMI function section. But regardless of how we decide to handle those, we have these edits which I will propose in a meeting:

 * Page 1: Vertical spacing should not use blank lines
 * Page 77: No need for two blank lines before Ksso equations
 * Page 105: No need for three blank lines in example
 * Page 180-181: No need for two blank lines before an example.
 * Page 205: No need for two blank lines in example
 * Page 210: Should not be two blank lines before AMI_memory
 * Page 211: Should not be two blank lines before AMI_parameters_in
 * Page 245: No need for two blank lines in example
 * Page 255: No need for two blank lines before Other Notes
 * Page 324: No need for two blank lines in example
 * Many places: Blank lines just before page breaks (not important, but
   could cause blank pages)

Also, if we decide to keep two blank lines before each keyword/parameter/function, they should consistent in size.  Most are Times New Roman 12 with 4pt space after, but we also have:

 * Page 233: Blank lines before Supporting_files have 6pt space after
 * Page 234: Blank lines before DLL_Path have 0pt space after
 * Page 299: Orphaned "Keyword:" line at bottom
