Enclosed please find *part 1* of the IBIS 7.1 Draft6 document. This version
includes *all* approved BIRDs. Note that the table of contents contains some
known errors that will need correction in the next release.
Combine this with part 2 in the same directory and then use an unzip utility to
automatically assemble the archived .docx file.
