Thanks for putting this BIRD draft together. I looked over it, and to me it is
not
entirely clear what are additions/changes *in this BIRD* "over BIRD201.1". If
it
is possible, I would suggest to change the Definition of the issue section to
make
that a bit clearer.
For example, the 2nd and 3rd paragraphs in the Definition section state that
"This BIRD"
defines a new reserved parameter and a new function. Reading these two
paragraphs
I am not sure whether these two additions were added after BIRD201.1 or is the
intent
behind saying "This BIRD" to "pretend" that BIRD201.1 didn't exist and include
*also*
what BIRD201.1 stated as additions to the specification in the first place.
The 4th paragraph talks about the Editorial Group making editorial changes in
section 10.9,
but that doesn't answer the questions I raised above (as a newbie reader).
So, I would like to read something along the lines of what was kept *in this
BIRD* from what
was in BIRD201.1 (if anything) and what was added or changed *in this BIRD*
with respect
to what existed in BIRD201.1.

Bob and I put together this BIRD draft to capture changes to BIRD201.1
(Back-channel Statistical Optimization). We started with the original BIRD,
added comments about the intent of this BIRD to supersede BIRD201.1, then
updated the Proposed Changes section to capture the final edits done in the
IBIS 7.1 draft.
Please take a look and let me know if you have any comments. I think this
could be introduced in the OF meeting tomorrow if anyone has time for a quick
review.
