I stumbled on this issue for the same reason…
While I agree that the title is not very descriptive, I don’t think we ever
changed the
title of a BIRD without changing its number. I think we could submit another
BIRD
with the same exact content using a new title if necessary, and say that is
supersedes
BIRD209 and BIRD204.
To my defense, if I remember correctly, when I first wrote the BIRD, I only had
the small
text change in it to make that clock output required. Then, as we discussed
it, I was asked
to copy the entire content of BIRD204 into this new BIRD209, and point out that
small
change. The reason for doing it this way was so that we don’t write a BIRD on
a BIRD…
But by then BIRD209 had a title, and at that time none of us thought that the
title was
so meaningless…

I don’t mind a different title, but don’t we usually indicate “superseded by
xyz” in the BIRDs
webpage in the “Date Accepted” column? Or are we only doing that after the
spec in which
they appear is released?
