[ibis-editorial] Changing IBIS Editorial Meeting Time to Wednesdays

In order to accommodate participants' schedules, and to continue discussions in 
the weeks when the IBIS Open Forum meets, the IBIS Editorial Task Group will 
temporarily move to Wednesdays at 8 AM US Pacific time, during the time 
previously used by the IBIS Interconnect Task Group.

This schedule will be maintained until BIRD 186 and related work is complete.  
At that point, the meeting schedules will be revisited.
