The substance of the specification is in the text and graphics. A motion to ratify with whitespace corrections seems entirely permissible. The catch here might be if page numbers change and therefore the tables, references, ...

Look at pg. 27, top of 17, bottom of 160, top of 193, bottom of 200,
bottom of 209, top of 213, bottom of 224, bottom of 229, bottom of 238,
bottom of 268, bottom of 269, bottom of 272, bottom of 274, bottom of 327,
bottom of 330 (some of which are worse than others).

Of course if we fixed these, others might pop up due to shifting things
around...  The best approach might be to insert a bunch of "keep section
together" consistently throughout the entire document, but that would
be a lot of work...

What do you think should we do?  Just leave it alone?  Like I said, I really
don't want to delay this spec at all...
