I noticed a repeat of the sentence "The EDA tool may use any method to do this.

I do not think this requires a BIRD change, but we should capture this for
editorial work on IBIS 7.1. I plan to add this to the IBIS 7.0 known issues
list unless there are concerns about recording this task there.
