This is being sent out for preview prior to the Friday May 26 meeting.
It may still need more work and perhaps some technical discussion.
A major change is that all the "instructions" for changes are now folded
into sometimes large "cut and paste" sections for easy incorporation into
Version 7.0.
(The original sections are also shown for comparisons, and the red text
highlights the changed areas in the original and revised versions.)
