As the Workshop contains material on implementing the Guidelines, I think
it's efficient to make use of it. So 'presenters' don't have to make their
own presentation.

I think we can still focus on guidelines since every country hasn’t the
same work to do about it. Some have difficulty with on chapter and the
other with another chapter. By working the chapters again, I am sure it
will help to publisized the guidelines and to make them live and exchange
about them.
