what i was intending it to be is to act as a neuraltoxin that will cause
health loss but also have a affect that lowers the chances of a unit
performing skills but when the caster gets hit with it the caster will
only be affected by the chance modifier due to being immune to poison,
which does not makes sense to not be affected by the health infliction
but still be affected by the chance modifier, same goes with a robot for
instance a robot shouldn't be affected by neuroltoxins anyway and yet it
is affected by the chance modifiers from the poison effect
