Hi James,
I see where you are coming from. 
I think it would take a huge amount of work to do, and I am not 100% sure
how to do it in any case.
I am also not sure what benefits there would be. Would the creatures then be
able to cast spells? Would it be some other benefit? 
Would it overbalance the game? Just lots of thoughts on this .

As the mage controlls the dragon, so they have some kind of bond, why not
make the dragon more powerful with a rider on its back?
