I have issued to following documents;
HR1 - COMPLIANCE, REQUIREMENTS and CODES OF PRACTICE - Revision 2
HR2 - OPERATING RULES AND INSTRUCTIONS - Revision 2
HR2 now include modifications made by Jon and Nick.
To avoid too many old versions of these documents being in circulation, the
current versions of these documents (pdf only) are now within the home User
shared folder on the Google drive and can be distributed to DJs when the time
comes. Or better still get them to download them themselves.
All ‘Word’ versions of the current documents are in the HR2023 folder under
Licences, Compliance, Rules etc.
Proposal:
We should ask all DJs (that includes all of us who are DJs on the committee) to
acknowledge that they have read and understood these documents (more so HR1).
We are duty bound to comply with the requirements of HR1, which includes making
presenters and guests aware of the contents. Non-acknowledgement should be
treated as avoidance and presenters should be warned that no acknowledgement
may result in further action. Ignorance, avoiding reading our Compliance Rules
is not a defence.
Acknowledgement may be in any written form, text, email, whatsapp message.
Verbal is not acceptable. It would be helpful if these acknowledgements could
be sent to me.

Thank you Jon for updating the various requirements for operating in HR2. If
there are any further updates to this document (HR2), can you please forward
them to me by March 31st latest.
HR 1 has also been revised and I have now incorporated the Compliance Structure
and Responsibilities that forms part of the new extensive requirements of our
licence. This is somewhat cast in tablets of stone although as part of our
licence we must ensure that we have ‘Preventative’ as well as ‘Corrective’
measures to ensure Compliance. This year sees a further move away from
Inspection and towards Preventing. In short, it is no longer acceptable to wait
for a complaint before we act.
Hence, we must take all reasonable steps to make sure that all presenters
(including guests), fully comply with the OFCOM Code.
In pursuance of this I recommend:
* The Committee make themselves familiar with the document.
* Emailing presenters a copy of HR1 and include a high emphasis the
criticality of compliance, particularly the ramifications of non-compliance.
* Asking them to acknowledge receipt (If we don’t receive an
acknowledgement, we chase them on the phone and log their response)
I know this is not the most exciting aspect of being part of Hastings Rock but
nowadays it is pretty critical.

For clarity HR1 contains the ‘statutory’ requirements, with which we must
comply. This is the document that OFCOM are interested in, and updates are
quite straightforward.
However, HR2 is the Operating Rules and Instructions, which are our ADOPTED
rules and instructions. OFCOM are not interested in this document.
That said, I am anticipating it needs updating to reflect what we will be doing
in May. I think this mainly affects Nick and Jon, but everyone needs to review
the document nonetheless. Please send any updates to me to incorporate into the
updated document, which in turn will be circulated to all DJs before
commencement of the May broadcast.
